UPDATE 3/04/2011 @ 3:18pm:

I just checked (the first property only) and it looks like Congel paid his 2nd installment on the very last day he could - 2/28 - and that is TWO TIMES IN A ROW he's made an on time payment this year - without having a reporter call and get him to pay!

Miracles DO happen. Let's see if he's on time for installment #3 which is due 3/31.

    Verified --the Town has no document(s) that indicate any "need" for another mall in the area.

    Nor is there any document that indicates the mall project is "feasible".
