Master Plans & Stuff

The TB Agenda was up for about a week, and then a couple of resolutions were added at the bottom recently - just before they cancelled the TB meeting for the 16th - that meeting is now re-scheduled for Tuesday the 23rd.

The Resolutions are for the Master Plan:
Human Resources
8A2011-10 Adopt a Resolution Calling for a Public hearing on the Matter of the Update for the Town Comprehensive Plan

8A2011-11 Adopt a Resolution in the Matter of Lead Agency with Respect to SEQRA for the Master Plan





Is this to kick start more public input and contribution and having meetings to talk about the updates? I don't remember any meetings or announcements on the town website pertaining to any updates on the Master Plan since 2009 - except for one correction in January 2010 for the location of the Bay View YMCA (Penfield instead of Webster mailing address.)

SEQRA takes a while to complete - like, almost a year. I don't remember any meetings about SEQRA either.

I think it's important for residents to attend the meeting on the 23rd - to see exactly what these resolutions are  about.  Most important to the residents in the 1788 Titus Ave area are any potential "updates" concerning the zoning of your area within the Master Plan, and to make sure no changes have occurred without your knowledge.

The 1985 Master Plan - it actually was a very thorough document, with plenty of citizen representation - it just needed updating. Interestingly enough - there was the "Town Square" concept plan for Titus/Cooper/Hudson area included in the 1985 plan.....so this idea has been over 20 years in the making.

Thanks to Mike Nolan, it may become a reality. Nice article in the D&C today about the Nolans' and their hopes for I-Square.

I recommend that you visit I-Square's facebook page for updates, and to read many of the suggestions.

As far as I know, all of the existing businesses will be included in the new project - and there is hope for other businesses as well. Businesses that sell things and contribute to the tax base, which enables the Town to collect more revenue to pay for things like new libraries and community centers, salaries, police protection, sidewalk plowing, youth programs, senior programs....etc.

Anyways, a lot of comments from people wanting an ice cream shoppe in the plans. Great idea! In the summer months, that would be nice and something families like to do - walk to the ice cream shoppe for a yummy treat. I can remember going to Baskin & Robbins in Hudson/Titus plaza, and to Carvel's on Ridge/Hudson to get ice cream with my Mom. Good, happy memories. Every kid should have that!

A quaint bookstore, a coffee shop, eclectic clothing shops, things that are unique and not "chain" stores or restaurants are being suggested as well. All great ideas.

Also, I like the way this is coming about. Generating excitement for Irondequoit residents - laying out the plan and asking for ideas/comments/support and to become involved. Get the community support behind it BEFORE you start going to the Planning Board etc. will help in the long run, in my opinion, to make the project a reality.

Oh, how I love it when Town Board's slap stuff up on the agenda last minute. Seems like old times. :(

So the master plan is going to be discussed seems like...maybe..i guess. I'm hoping that there are no ulterior motives in that move. If adjustments are being made to Titus Avenue at this point how transparent that would be!?

I wonder why the meeting was canceled when a quorum was available? The Post reported that 2 members were unavailable that night. That left a majority of the board. Hmmmm

I'm with you Jax. Loving the facebook page that the Nolan's have up - I-Square. A development openly being discussed in the community. I love it!

What a far, far cry from how the Legacy/Titus Ave. has tried to sneak back in. They didn't even want to show plans, pictures etc. to the residents while they were presenting to the town. The only people they wanted to show anything to was the Town Board. I'm still disgusted by that presentation if that's what you want to call it.

When will politician's ever learn that being OPEN is the best policy? Probably NEVER! For some reason it always becomes all about their agenda.

Jax, how did you like the stuff in the D&C article regarding Medley Centre. That part really made me angry. How is Congel still getting away with this? Blows my mind...

I read that article too - and thought the same thing. They had 3 Board Members in attendance, so why cancel the meeting? Maybe it's because there was a Public Hearing, and a ton of resolutions...better to have everyone there I guess.

We'll see on the 23rd.

I'm not sure what the MP resolutions are about - which is why I would encourage residents to attend. I'm assuming it's to "open back up" the Master Plan for discussion and changes or updates - and for the TB to be Lead Agency for the SEQRA process (that should take months to complete).

Hopefully, that's all it is.

I thought of Legacy/Titus Ave as well and how that was handled.

I think the Nolnans are going about this the right way and building consensus before it goes before the boards for review. Better to have the community behind you than against you.

Many residents (not all, but a majority of them) have wanted this for a long, long time. It's been talked about to death, and finally a developer is stepping up, (not just any developer, but a LOCAL developer who loves his town and still lives there) and making it happen...and best of all, it seems the community is totally supporting it and enthusiastic so far.

I like the idea of M.U.C. in the Sea Breeze area too - it is such a great community down there. Longtime residents and generations of families live/have lived there and they are just a great bunch of folks. MJD always says it is a "gem" - and it is. It really is a rare gem.

Congel seems to think that the $500,000 he was to pay to the town was contingent upon demolition/construction starting....well...demolition permits were issued, and he let them expire without any demolition. That's not the Town's fault - there was NO clause in that section of the PILOT about the $500,000 payment being contingent upon construction, demolition, or securing financing. All it said was that ON THE ENTITLEMENT DATE (which was April 7th, 2009) he would make a $500,000 "Construction Impact PILOT Payment" - it didn't say it was contingent upon commencement of construction/demolition, because if it WERE - he wouldn't have had to pay it ON the Entitlement Date (April 7th, 2009).

There's been no litigation as far as I know, so he has no excuse for not making that payment - other than he has no intentions to demolish or construct anything.

We knew he missed his milestone - having $90 mill invested by year 3 is obviously not happening, and as far as I know he has a year to make the milestone before being "penalized" with a supplemental payment....and then he can use his 2 6 month deferments to delay another year.

I liked Marasco's idea at the one Board Meeting for sending a letter to make Congel aware of their intentions, and to spell it out for him. But, we couldn't do that because he probably wouldn't have been one of the sponsors for the July 4th festivities.

It's nice to know that he can afford to sponsor a town event....yet has to be brought to court to pay for services performed on/for his property. He can't pay the plow guy or the architects, he can't start demolition on that haunted house next to Applebee's, he can't secure financing, he can't move forward with his grand schem...er....plans for the mall - but he donates to politicians left and right and sponsors Fourth of July events.

Grrr.

It makes me appreciate people like the Nolans though - local people who actually live here and want to do something for their community. Encouraging local businesses and local pride and local dollars. I think that is so very wonderful.

There are many things that seem odd to me in the last year or so there are also several things that scream out to me, hey what about those campaign promises?!!!

The master plan is going to be brought forward? now? will clark patterson explain in detail the changes and why? have the committee members been informed about these changes? ( i will give you a hint, no)

the meeting being canceled seemed odd to me since there were 3 people who COULD attend the mtgs that were planned over a year ago. Why would someone plan a vacation during a time they knew there was a conflict, a responsibility to the town when she has 3 other weeks out of the month to do so? Seems to me that there is something on the agenda that would not get the required 3 aye votes to pass that the supervisor wants to pass. we shall see next week.

The titus avenue project is refreshing to say the least, it is wonderful to see someone from our community who would like to see something better but then puts his money where his mouth is. He is NOT about greed (or seemingly even profit since he is not raising the rent of the current owners even after bldg the new bldg) The chamber owners of property along the ridge and hudson could certainly take a lesson from Mr Nolan.

Thanks! I do adore my little grandbaby! She is so sweet. She was three weeks old yesterday, and had a checkup today at the doctor - healthy! Gained a pound and grew an inch. Yay!

I agree with you about the Titus/Cooper/Hudson project, and the Nolans. What a wonderful couple, and they do seem genuine. I liked the one article (I think it was in I-Post) where he spoke about "not being a developer". lol I loved that! I thought that was true. Developers are all about turning a profit and developing properties for the sole reason of the all-mighty dollar. He formed a company specifically for a community and their needs. Not for his - other than his need to "do something" about that area.

As for the "odd" things the past year - it sure seems so. The first year I figure MJD was "training" - it had to be hard. No assistants, no support, lots of complaints from "certain people".

I know a lot of people are huge Morelle supporters - I'm not one of them, and I'm not going to pretend that I am. People are just going to have to deal with that fact. This past year seems like deja-vu in some aspects, and it seems eerily reminiscent of when "the man behind the curtain" had a huge influence on the Board. MJD and Morelle are chummy. He, as MCDC Chairman, cross endorsed her. I'm sure he has a huge influence on her....which is why things started looking kinda sketchy lately.

That's not a good thing. At least in my opinion it isn't.

King$ Pork and his generous "donation" for the move to garner "yes votes" - the highly touted "revitalization" of Irondequoit Mall to Medley Centre and all the State Aid associated with that - his involvement in the Fast Ferry as head of the Assembly’s Committee on Tourism, Arts and Sports Development (who do you think lobbied and had Silver's ear for State Aid for the Ferry?) - the "Special Election" for Rochester Mayor....need I go on?

Oh yeah, speaking of the Fast Ferry, in an article I read a while ago (Link), Morelle accused the Rochester Genesee Regional Transportation Authority for blocking the Ferry deal - threatened to hold back funding for the Transit Center as punishment for blocking the deal.

Guess who was president of the RGRTA at that time? Donald J. Riley - former longtime Greece Supervisor, and current head cheerleader for Legacy.

Question: Does anyone know why the Master Plan resolutions are listed under "Human Resources"?

I don't understand that. The Master Plan is not a "Human Resource" responsibility. Doesn't that department handle employment, compensation, benefits, payroll, staff development, employee relations, labor relations, contract administration, civil service stuff, and negotiations, etc?

Shouldn't Master Plan stuff be listed under "Town Board" or "Planning Board" or even Larry's Department?

At the aug 4 Town Board "Chat" the supervisor was asked about changes in the plan. She stated quickly and with conviction that there are no changes.

So, what are these resolutions about? Sending an incomplete Master Plan Draft to SEQRA?
