Committee On Open Government - Bob Freeman

Debate Denied

Link to D&C Article.

Didn't think she would honor this resident's request for a debate to get more information out to the public. Why would the Town want to do that?

She has to do what she thinks is right. She makes the decisions FOR YOU because she was elected to do that.

So what if you work until 5? Too bad.

The Town cares what you have to say!!!! That's why they scheduled it at 4pm!!!

Letter Of Disclosure FOIL Request

Back in June of 2008, Supervisor Heyman had 3 closed door meetings with 1-3 Planning Board Members and the developer of the project concerning Newport House. Because it was only 1-3 PB members, it can't be considered a 'quorum', therefore not an "illegal" meeting. (7 planning board members....4 PB members in that closed door meeting would have been a quorum. 1-3? Slick.)

Anywho, she said the reason she had the meetings was: "to move the project at least to the point where people have communication.”

She also said that she attended a May 2008 PB meeting (which is highly unusual) when the Newport proposal was first considered because she was "concerned" the residents didn't have a chance to speak before 10:15 pm.

SO concerned was she, about residents having a chance to speak, that she held THREE closed door meetings (without residents attending) to........what, exactly? Hear the residents that weren't there NOT speak?

Nobody knows. But of course she insists that she is "not trying to control or manage the Planning Board”.

Maybe "intimidate" would be a better word?

She "planned" to share, what she called, a "letter of disclosure" about those closed door meetings at the next PB meeting, which was June 23, 2008. But, true to form, she never did.

This is what is being FOIL'ed. We'd like to see the letter of disclosure, that she said she would share but never did.

Now, interestingly enough, the former D&C Irondequoit Town Blogger has been appointed to the Planning Board. A VERY vocal supporter FOR this project on many of his blogs.

Now he's on the Planning Board.

You guys are a smart bunch. I think you can make the connection here.

I just wonder if there ever was a letter of disclosure?

Hopefully, in about 21 days, we should get an answer.

Here is the link to the article from June 2008.

Town Attorney Pat Malgieri Disrespects Resident at TBM

How comfortable do you feel when you go up to speak at a Town Board Meeting?

Is it intimidating? Do you avoid speaking because you are uncomfortable in front of a large group of people? Are you more at ease when your elected representatives are welcoming and inviting regarding your opinion?

Apparently, some people up at the "big table" think it's funny to make jokes about residents who get up to speak. Sometimes residents go up more than once to speak on a variety of subjects during a Town Board Meeting. At this particular board meeting, Mr. Barone got up to speak, for apparently the third time that night.

Mr. Malgieri thought it was really funny that Mr. Barone got up a third time to speak. If you listen to the video (turn the volume up at the 40 second mark of the video) you can hear Mr. Malgieri say: "Hat trick heh heh heh".

A "Hat Trick" in hockey is when a player scores three times in a game.

Mr. Malgieri, if I'm the ref in this game, you get 2 minutes in the box for unsportsman-like conduct.

How unbecoming of an official who represents the Town of Irondequoit, who is supposed to encourage public "debate" or encourage public comments.

Disgusting!

Latest e-mails Regarding Medley P.I.L.O.T.

Money quote: "The Town will not and has not ever settled for less than we deserve on my watch."

I disagree. The Town did settle for less on "her" watch when she and her fellow School Board members came up with that RIDICULOUS P.I.L.O.T. agreement in 2005. Was she not on the EI School Board at that time?

How do residents guarantee that it doesn't happen again? Residents want to see the P.I.L.O.T. agreement BEFORE it is in it's 'final form'.

Residents are once bitten, twice shy on this one.

A Debate?

I wonder if she will honor this concerned resident's request?

There's a lease agreement, but you can't see it!

Here is the link to the minutes of the 11-19-08 Town Board Meeting where you can view at your leisure, also a link to the attachment to the TBM of 11-19-08.

How can you adopt a resolution on a lease agreement, and not have any lease agreement to give to the person who FOIL'ed the information? That doesn't make any sense, and seems to me that "somebody" doesn't want to share information with any residents.

Well, that's ok, right? The Town and the Board know what's best for you all.

Just let them do whatever they want, they know best, and you elected them.

Congratulations on that.

MORE about King's Park lease from 2007

This is a letter from Hub Properties to Tim Poley, the consultant hired by the Town of Irondequoit to assess the King's Park properties. This letter is from August of 2007, and is something I don't think the residents knew about. When the Town Administration posted this letter on the town website they erased the "RENT" numbers and they erased the "$30 million" purchase price option so that residents would not know the truth.

Does anyone think this Town Administration will be offering the public the truth on their current Lease ?

Regardless, I put it up here as a point of reference, and a background on the history with King's Park. Just some more interesting information for residents to know about, and to remember when more talks about leasing at King's Park takes place - or, when a vote about it comes up on February 24th or somethin'....

Senior Center Vote & New FOI Documents.

We found out last night at the Town Board meeting, that the referendum for the Senior Center will be Feb. 24th at Town Hall 9am until 8pm.

This is your chance to let it be known that you would like more information on this subject from your elected officials.

Please make the effort to vote on this. It is important. Tell your friends, and your enemies. Tell everyone, since I'm sure literature in your mailbox will NOT be a plenty for this vote.

I just received an interesting FOI request & documents that show more money being paid to Tim Poley regarding the Senior Center Move to King's Park. The interesting part is on the Purchase Order and Claim Voucher under Description
it says "temporary relocation of the Senior Center from Pinegrove Ave." and the word "temporary" is X'd out.

Why is "temporary" X'd out? Is it now being considered "permanent"?

Here are the documents that were requested on 12/29/08:

CDBG Performance Profiles New York

The profiles include the following information for each grantee:

 - Available program funds, including program income
 - Expenditures by major program categories
 - Timeliness ratio for entitlement communities
 - Program targeting, including the use of NRSAs and CDFIs
 - For activities that provide direct benefits to individuals, the number of beneficiaries served by race/ethnicity group and by income level

You can access more information on any county in New York State, including Monroe through this link.

I believe a resident of Irondequoit has called/written to the CDBG office to inquire about the "rule" that anything funded for a lease through CDBG has to have a lease of 15 years - I will try to find any wording that states this on the site and refer you to a link when I find out.

Here is the link to more CDBG reports. Some files are in PDF format, and some are in an excel format. If you don't have excel, you can download an Excel Viewer here.

CDBG Expenditures & Accomplishments:

The Office of Community Planning and Development has developed profiles that show how each entitlement community expended CDBG funds during its most recently completed program year. These profiles provide information on grantee expenditures by the type of activity carried out. Since CDBG funds may be used for a wide variety of housing, community and economic development activities, the use of those funds may be identified in these profiles by as many as 90 different categories (matrix codes) depending on how an entitlement community has chosen to use its funds to meet local needs. With these profiles, you can quickly and easily become more informed on how CDBG funds are being spent by any one of the entitlement grantees to which funds are awarded or at the national level.

PDF's - Irondequoit Expenditures:

Use of CDBG Funds by IRONDEQUOIT, NY FROM 08/01/2002 TO 07/31/2003

These profiles provide information on grantee accomplishments by the type of activity carried out. The accomplishments appearing in these profiles were reported by grantees in the Integrated Disbursement and Information System (IDIS). Profiles for grantees will vary, grantees have flexibility in determining the housing, economic and community development activities they carry out with CDBG funds.
