True Statement Of Facts?

Someone in the comments section of David Andreatta's online article about Congel mentioned the first couple of pages of the PILOT, and also a resident had pointed this out to me about a week ago.

The first page declares that construction commenced early 2009, and on the second page Michael Townsend - the COMIDA attorney - signed and verified that this was a true statement of fact.

Why? Why would you attest to something that isn't true? Not only that, but sign your name to something "that certifies that the information on this application" is true.........when it isn't.

Demolition hasn't even started yet - let alone construction. I believe there has been quotes in articles stating that he won't start construction until financing is secured.

I'm hoping that Congel doesn't take his sweet time to secure financing, because technically he can wait to secure financing until 12/31/19 at which point the "new" PILOT goes into effect for 30 years, and that means tax breaks until 2050.

Yay! That means that my great-grandchildren will be able to attend the PILOT burning ceremony when it is finally expired!
